The meeting was held at the Seattle-Tacoma International Airport Conference Center, located at 17801 International Blvd, Seattle Washington, and virtually on Microsoft Teams. Commissioners Calkins and Felleman were excused from attendance. 1. CALL to ORDER The meeting was convened at 12:07 p.m. by Commission Secretary Sam Cho who led the flag salute. 2. EXECUTIVE SESSION pursuant to RCW 42.30.110 No executive session was held. 3. APPROVAL of the AGENDA The agenda was approved, as presented. 4. SPECIAL ORDERS OF THE DAY 4a. Presentation of Lifesaving Award. Executive Director introduced the Special Orders of the Day presentation of the Port's first Lifesaving Award, joined by Port of Seattle Fire Chief Randy Krause and Interim Port of Seattle Police Chief Sean Gillebo. The Lifesaving Award is a newly designed recognition opportunity to distinguish nonfirst responder individuals who provide lifesaving actions on another's behalf. Executive Director Metruck welcomed the award recipient, Papaloa Seiuli, Port of Seattle Security Access Specialist. Chief Krause and Chief Gillebo spoke regarding the incident occurring on Sunday, May 17, 2026, at the Seattle-Tacoma International Airport where Mr. Seiuli responded to a family in distress with an acutely ill child. Through Papaloa's efforts, lifesaving measures were administered to the child while first responders were in route, allowing first responders to arrive and transport the child for additional medical intervention. Mr. Seiuli was nominated by his peers for the award. Executive Director Metruck, Members of the Commission, and Chief Krause and Chief Gillebo thanked Papaloa for his compassionate and selfless assistance, presenting him with the Lifesaving Award. Page 2 of 8 EXECUTIVE DIRECTOR'S REPORT Executive Director Metruck previewed items on the day's agenda and made general and meetingrelated announcements. 6. COMMITTEE REPORTS Committee Strategic Aide, Preston Tucker, provided the committee reports as follows: Sustainability, Environment, and Climate (SEAC) Committee Commissioners Calkins and Felleman convened the SEAC Committee on September 15, 2026. The committee received an update on Phase 1 of the SEF T91 project, including the status of the overall project. The committee also received a briefing on the Port's Green Marine certification. Portwide Arts and Culture Board Commissioners Mohamed and Felleman joined Port staff and public members of the Port's Public Art Board for a committee meeting on September 15, 2026. The committee discussed ongoing public art projects and the art team's capacity to oversee the maintenance of existing artwork and the development of new projects at both the seaport and airport. Members also discussed revising the Board's internal governance guidelines and filling the ninth vacant position on the Board. The Board agreed to elect a new member by proxy vote via email before its next scheduled quarterly meeting. All Board members may submit nominations for the vacant position by October 1, 2026. 7. • • • • • • PUBLIC COMMENT The following person spoke regarding the Sustainable Airport Master Plan (SAMP) State Environmental Policy Act (SEPA) draft Environmental Impact Statement (DEIS), and the nearairport cities submitting comments in opposition to the plan, citing economic and environmental justice: Brian Davis, Burien Airport Committee. The following person spoke regarding the Africia Lounge at SEA and asked the Port Commission to extend their time in the airport to allow them to build-out a new space comparable in size to their current space, preserving the 38 jobs the restaurant currently provides: Eddie Rye Jr. The following people spoke regarding the TNC rideshare lot and need for safe and covered permanent prayer space, and in the interim, a temporary shelter: Mohamud Adan; Dirie Halane; and Abdirahman Awed, drivers' union. The following person spoke regarding American Cruise Lines' (ACL) operations at Shilshole Bay Marina and asked the Port to reconsider their agreement with the Port, speaking regarding their unsafe labor practices and violation of Port rules: Chris Peeler. The following person spoke regarding support for the minority-owned business, Africa Lounge, and asked the Port of Seattle to work to continue Africa Lounge's presence at SEA by providing comparable replacement space to their current space at SEA: Heyward Evans, Seattle-King County NAACP. The following person spoke regarding SEA airport workers, their need for affordable health care, and their requests for Port assistance: Nancy Kibocha, SEIU6. Page 4 of 8 UNFINISHED BUSINESS Authorization for the Executive Director to Execute a Contract for Security Services to Support Employee Parking Operations at the North Employee Parking Lot and Three New Leased Parking Lots Known as Lots A, C, and M for a Total Estimated Cost of $6,200,000.00 Over Five Years, and Request for $700,000 to Fund and Maintain Existing Security Coverage for the Duration of the Request for Proposal Process and Through the Contract's Final Extension (October 2027), for a Total Authorization Requested of $6,900,000. Commission Secretary Cho advised that the main motion was on the floor from the September 9, 2026, Commission meeting and postponed to today's meeting. The presentation addressed: • locations of four remote parking sites - the North Employee Parking Lot; Lot A; Lot C; and Lot M; • purpose of the action to provide on-site security guard services for 24-hour, 7-days a week, 365 days a year service; • scope of the agreement - to provide security guard presence, regular operational reports and daily logs, access control, and supplemental security; • a map of the facilities; • action requested - to execute a new contract for security services in Q4 2027 to support employee parking operations at these lots over a five-year period; and • contract schedule. Discussion ensued regarding: • if there has been communication with members of the union who have raised concerns regarding this agreement; • comparison and differences between security screening work that happens at the airport and the job of security at the employee lots; • options included in the memo, specifically Option 2 which allows these services to be managed and operated internally by the Port of Seattle, and who would perform the functions internally - landside operations and would be a new scope for the division, as the services are currently contracted out. Commissioner Mohamed inquired regarding receiving additional information regarding the scope of the work. Peter Lindsay, Assistant Director of Airport Operations Business Unit, Landside Operations, responded by detailing the current operational model and noted that a staffing plan would need to be created and employees provided to support the work internally. Discussion ensued regarding: • why another lounge is needed; • the nature of Chase Saphire and the card holders it will serve; • who will have access to the lounge; • the Request for Information process used and other responses to the RFI; and • the desire to understand the lounge further prior to considering adoption of the item.
