Action Requested
Request Commission approval of the project budget in the
amount of $2,050,000 for the construction of the Terminal 91
West Cruise Maintenance Dredging project. This request will
result in a total project authorization of $3,350,000, including
$550,000 in Environmental Remediation Liability (ERL) funding.
3
Project Objectives
• Work alongside the T91 Cruise Shore Power
Extension project to meet Commission Order
No. 2024-08 for full shore power connectivity at
T91 cruise berth by 2028 Cruise season start.
The maintenance dredge project will contribute
toward readiness by providing adequate
maneuvering depth for both Starboard- and
Port-side tie of cruise vessels by 2027 Cruise
season start.
• Comply with MTCA Agreed Order No. DE24768
and all MTCA site requirements for Interim
Action Work.
• No construction impacts to tribal fishing or
Cruise Operations.
4
Project Scope
• Perform maintenance dredge of approximately 3,000 CY at
Main West channel to restore full under keel clearance in the
berthing area to previously dredge depth of -35 ft MLLW.
• Minimize impacts to natural habitat and water quality.
• Complete all survey and reporting requirements per MTCA
Agreed Order No. DE24768 and all MTCA site requirements for
Interim Action Work.

Project Scope: Dredge Footprint
6
Note: Previously presented pier face high
spots were removed
from project scope
due to the following:
1. Adds critical schedule risk to T91
Cruise Shore Power Extension project
due to shared construction footprint.
2. Confirmation that high spots have no
impact to standard cruise operations.

Project Risks
7
Risk Description Probability Impact Mitigation
Permit Delay Federal in-water permit review
and approval turnaround time;
unforeseen government
shutdown/resource constraints
Low Low
IAWP approved by Ecology. SEPA DNS and NWP-38
approval eta early October. Continued engagement with
federal/local agencies, tribes, etc. to ensure awareness
of project changes. Schedule buffer in permitted work
window to absorb unforeseen permit delays.
Discovery of
Discarded
Military
Munitions
(DMM)
DMM discovery during
construction will halt work until
notification to resume work is
issued.
Low Moderate
Low risk of encounter based on discovery data in
dredge area. Port to provide DMM training and safe
screening/disposal protocol for GC to implement if
DMM’s are found. Protocol will implement a
construction- and operation-free exclusion zone.
Contract Risk Existing MC-Unit Price Dredging
contract with single general
contractor (GC) will be shared
across multiple dredge projects.
Low Low
Proactive communication and coordination between
internal Port staff and GC to manage resource capacity
and phasing. Work Authorization negotiation in
progress.
