Metruck, Executive Director FROM: Sabin Mudaliar, Interim Director, Airport Operations Eileen Francisco, Director, Aviation Project Management Group 8e September 9, 2026 SUBJECT: 3rd Floor Ground Transportation Booth Enhancements (CIP #C801128) (Short Form) Amount of this request: Total estimated project cost: $400,000 $5,400,000 ACTION REQUESTED Request Commission authorization for the Executive Director to authorize an additional $400,000 to complete the 3rd Floor Ground Transportation Booth Enhancements project at Seattle-Tacoma International Airport (SEA). This request increases the total authorization amount from $5,000,000 to $5,400,000. SUMMARY This request is for additional funding authorization to complete the construction of the ground transportation booth located in the Ground Transportation Center on the third floor of SEA's Main Parking Garage. This request supports the Port's obligations for construction completion and closeout. The project achieved substantial completion in July 2026, and the project team anticipates project completion in Q4 2026 and the completion of project closeout in Q3 2027. The project was re-advertised for construction bids in May 2025 and seven bids were received in June 2025 ranging from $2.2 million to $2.5 million. Bids were above the engineer's estimate of $1.7 million. Project staff reviewed the project budget and determined that the project could reasonably be completed within the current authorized budget. This utilized nearly all the project contingency however, leaving only the construction contingency to manage project risk. The contract was executed in July 2025, and the project team began actively managing and tracking costs due to the limited budget. This project was one of many identified and targeted to be completed in support of the 2026 FIFA World Cup, which contributed to the decision to move forward into construction. During construction, staff resources were constrained and a consultant construction manager was added to the project team increasing the overall costs. • The project encountered unanticipated asbestos containing materials requiring abatement and support from Port Construction Services. • The project duration was extended by three months, resulting in increased support costs.
