The meeting was held at the Port of Seattle Headquarter Building Commission Chambers, located at 2711 Alaskan Way, Seattle, Washington, and virtually on Microsoft Teams. All Commissioners were in attendance. 1. CALL to ORDER The meeting was convened at 12:06 p.m. by Commission President Ryan Calkins, who led the flag salute. 2. EXECUTIVE SESSION pursuant to RCW 42.30.110 No executive session was held. 3. APPROVAL of the AGENDA The agenda was approved, as amended, with Agenda Item 11a removed from the agenda and moved to the September 9, 2026, Commission meeting. 4. SPECIAL ORDERS OF THE DAY There were no Special Orders of the Day presented. 5. EXECUTIVE DIRECTOR'S REPORT Executive Director Metruck previewed items on the day's agenda and made general and meetingrelated announcements. Executive Director Metruck spoke regarding the tragic shooting at the Bite of Seattle over the weekend and called for a moment of silence at this time. Commissioner Hasegawa spoke on behalf of the Commission regarding the tragic event. 6. COMMITTEE REPORTS Committee Strategic Aide Preston Tucker provided committee reports. PORT COMMISSION MEETING MINUTES TUESDAY, JULY 28, 2026 Page 2 of 5 Equity, Workforce Development, and Conditions Committee Commissioners Hasegawa and Mohamed convened the Equity, Workforce Development, and Conditions committee on Thursday, July 21, 2026, and reviewed progress on two main workstreams: the broader community investment strategy and the healthcare policy directive. Commissioners Hasegawa and Mohamed reviewed an update on outreach and engagement plans, discussed how current investments are categorized and analyzed, and how to ensure future input includes the right communities and stakeholders. Regarding healthcare, Commissioners and staff discussed the revised timeline, the need for additional analysis before circulating a workable draft, and broader concerns about enforcement, legal constraints, and alignment across the full Commission. Commissioner Hasegawa also asked for an update regarding inquiries related to the carpenters and teamsters' unions; both issues are being worked on by the Labor Relations team. Highline Forum The Highline Forum met on July 22, 2026, with Commissioner Mohamed presiding. The meeting host, Highline College, shared campus and workforce development highlights, including Portsupported small business programs. Port environmental staff provided an update on the Sustainable Airport Master Plan Near-Term Projects Draft Environmental Impact Statement, noting extensive public outreach and the extension of the comment period to August 20, 2026. South King and Port Communities Fund Program managers reported on the South King and Port Communities Fund, including over $850K in environmental grants, $1.8M in equity centered workforce investments, and recent local project impacts. Port staff and StART facilitators outlined progress on operational strategies to reduce aviation noise and ongoing federal and state policy advocacy. Member jurisdictions shared updates on FIFA World Cup planning, capital projects, and community activities, with Commissioner Mohamed encouraging continued engagement in the SEPA comment process. 7. • • • • PUBLIC COMMENT The following person spoke regarding Agenda Item 10b, opposing the rules of procedure of the Commission: Alex Tsimerman. Introduction and Adoption of Resolution No. 3852: A Resolution Amending the Commission's Bylaws and Rules of Procedure Policy Directive, Article IV, Meetings, to Modify the Day of a Regular Meeting Following a Monday Holiday; and Article VI, Rules of Order, to Codify the Process of Accepting Written Comments Submitted for Commission Regular Business Meetings. QUESTIONS on REFERRAL to COMMITTEE and CLOSING COMMENTS Commissioner Hasegawa spoke to the delay in receiving the police report, as she would like to have additional time to review the materials. Commissioner Felleman spoke regarding the leave disclosure issue raised under public comment by SSP employees and members of Unite Here 8; stated he will inquire regarding the mural removed from the International Arrives Facility; and reported regarding his recent Port trip to Finland. Commissioner Mohamed spoke regarding the extension of the SEPA SAMP NTP DEIS comment period and thanked her colleagues for their early comments regarding the tragic shooting during the Bite of Seattle. She thanked first responders for their response during the event. Commissioner Calkins looked forward to joyful events this summer in Seattle. 13.
