The meeting was held at the Port of Seattle Headquarters Building Commission Chambers, located at 2711 Alaska Way, Seattle Washington, and virtually on Microsoft Teams. All Commissioners were in attendance. 1. CALL to ORDER The meeting was convened at 12:13 p.m. by Commission President Ryan Calkins, who led the flag salute. 2. EXECUTIVE SESSION pursuant to RCW 42.30.110 No executive session was held. 3. APPROVAL of the AGENDA The agenda was approved as presented without objection. 4. SPECIAL ORDERS OF THE DAY There were no Special Orders of the Day presented. 5. EXECUTIVE DIRECTOR'S REPORT Deputy Executive Director Goon previewed items on the day's agenda and made general and meeting-related announcements. 6. COMMITTEE REPORTS Committee Strategic Advisor Erica Chung provided the report. Aviation Committee Commissioners Cho and Mohamed convened the Aviation Committee on May 19, 2026, with two agenda items. Commissioners received briefings on the Sound Insulation Repair and Replacement Program, Biometrics at the airport, and a brief update on FIFA preparations. Following the Sound Insulation briefing, Commissioners recommended that staff host a public presentation on the Digital recordings of the meeting proceedings and meeting materials are available online - www.portseattle.org. PORT COMMISSION MEETING MINUTES TUESDAY, JUNE 9, 2026 Page 2 of 9 program to increase transparency, to improve community understanding, and to ensure residents have direct access to information about eligibility, timelines, and next steps. Equity, Workforce Development, and Conditions Committee The Equity, Workforce Development, and Conditions Committee met on Tuesday, May 19, 2026, and received updates on two items. Commissioners Hasegawa and Mohamed received an update from EPIC, the Port's consultants, on the feasibility study for the SEA childcare facility. Staff also briefed the committee on the progress of the healthcare policy directive for SEA workers. Sustainability Environment and Climate Committee Commissioners Calkins and Felleman convened the Sustainability, Environment, and Climate Committee on May 19, 2026, and discussed the SEA Climate Action Plan. Highline Forum The highline forum met on May 27, 2026, with city of Seatac Councilmember Joe Vinson chairing the meeting. As the meeting host, City of Burien Mayor Sarah Moore provided an update on city policy priorities. Port staff then presented the Sustainable Airport Master Plan (SAMP), Near-Term Projects (NTP), State Environmental Policy Act (SEPA) Draft Environmental Impact Statement (EIS) covering project need, environmental review elements, and public comment opportunities. Forum members received a presentation on Education pathways and partnerships and from Highline School District and from the Port on investments and support for educational partnership. Port Aviation Director Wendy Reiter provided an update from the April 29, 2026, StART meeting and noted StART's steering committee's request for a full SAMP NTP SEPA Draft EIS briefing at its June 24, 2026, meeting. During round the table updates, representatives shared news on FIFA World Cup preparations, capital projects, and community events. Governance Committee The Governance Committee met on May 28, 2026, with Commissioners Calkins and Hasegawa in attendance. The Legal Team and Presenters provided two briefings to the Governance Committee. First, the Employee Code of Conduct Amendments briefing overviewed changes occurring to both structure and content of the Employee Code of Conduct. Which are administrative in nature. Second, the Committee received a briefing related to First Amendment Standards at the Airport including process comparisons at other airport jurisdictions; the permit process for requested activities; and established locations for first amendment activities. Audit Committee The Audit Committee met on June 4, 2026, with Commissioner Felleman presiding, and Commissioner Mohamed and Public Member Sarah Holmstrom in attendance. The Committee received the results of the 2025 Financial Statement Audit from auditor Baker Tilly; received an audit report from Fort Hill regarding the Baggage Optimization Phase III project and review of associated pay applications; heard updates from Internal Audit Director Glenn Fernandes regarding open audit issues; approved an update to the 2026 Audit Plan; and adopted Global Internal Audit Standards for Port audit processes and procedures. The Committee further received performance audit reports on 'Marine Maintenance Time Approval Controls,' the 'Capital Project Prioritization Process,' and 'Procurement Personal Service Agreements.' With respect to the Time Approval Controls audit review - the Committee recommended the Port consider an enterprisewide system change for HR payroll and requested a report back on the progress of audit recommendations in 2027. Discussion ensued regarding: • construction of a letter to the Governor requesting an airport committee be established as a way to support SAMP re: future capacity issues and the siting of a second airport; • sustainable fuels and groups seeking legislative funding; • seeking a legal opinion regarding Ports being able to require clean fuels for ships; • if the ecology grant for pump-outs still exist; duel use of any future facility funding; and if the Port has properties that may suitable for the purpose; • Puget Sound Research Institute and what the industry is doing to find alternatives to 6PPD; • language for the next Washington and Oregon Shippers Cooperative Association (WOSCA) legislation and solution for the Port's interest in that property; • status of the state budget with respect to depleting its rainy day fund and it bonding capacity, revenue options for local governments and what this means for the next legislative session - budget cuts and no new revenue items for the state budget in 2027; and • investigating opportunities for expanding the maritime industrial base in Washington State. 12. In the next 25 years, the region is expected to be home to an additional 1.3 million people, and demand for regional passenger enplanements is projected to nearly double by the year 2050, emphasizing the critical need for continued improvements to the regional aviation system. Without current and future capacity investments at SEA, the airport will become a chokepoint on growth for the region, making it harder for employees, tourists, customers, and family members to travel to and from the central Puget Sound region. In today's global economy, connectivity is key. Moving people and goods throughout the world is the lifeblood of business, of exchanging ideas, and of innovation. For Kirkland, SEA is more than a gateway. It is indispensable to our success. Our employees, business partners, vendors, and customers depend on the access that SEA offers. One reason the Puget Sound region has been a global leader in innovation, commerce, and technology is because we have had an airport equal to our needs. However, that advantage is at risk if we fail to invest in ensuring that it can accommodate the air travel demand that we know is coming. SEA currently handles 53 million passengers a year. Within the decade, that number is projected to grow to 57 million. Those travelers are coming whether SEA improves its facilities or not, which leaves us with a choice of having a world-class airport to handle this demand or a congested, delayed airport experience when you get on a plane. The Port of Seattle has done a good job maximizing capacity within its current facilities, and the new projects completed in advance of this summer's World Cup games are a great example of their creativity and commitment. We also appreciate the Port's commitment to financing this expansion without increasing the Port levy or seeking new tax dollars. Without any near-term prospects for another major commercial airport in the region, it is essential that SEA find a way to continue to provide a high-level of service to travelers. The Consular Community in particular are keenly interested in SEA as a transportation hub not only for the consulates themselves but for the trade and foreign direct investment that is made by the communities that they represent in Washington State. Eight out of the ten top trading countries with Washington State are currently members of the Consular Association. SEA represents a critical infrastructure component and partner with the Consular Association. We are pleased to see the progress on the Port's State Environmental Policy Act (SEPA) environmental review of the Sustainable Airport Master Plan (SAMP) Near-Term Projects. Without these current and future investments, the airport will become a chokepoint on growth for the region, making it harder for employees, tourists, customers, and family members to travel to and from SEA. Businesses will site their facilities elsewhere, tourists will take their leisure dollars to other destinations, and our region will miss out on key opportunities for major events. Port Commissioners have been consistent advocates in having both a high-quality airport and a sustainable, responsible focus on the community. We applaud the Port's leadership in reducing emissions, addressing aircraft noise, and providing workforce development opportunities - all of which are benefits of a successful airport. For Bellevue, SEA is not simply an airport. It is the front door to our destination and one of the most important pieces of economic infrastructure supporting the visitor economy. Bellevue's tourism industry depends on reliable, efficient, and globally competitive air service. Our hotels, restaurants, retail centers, arts and cultural venues, meeting facilities, transportation providers, and event partners compete for visitors in a national and global marketplace. Meeting planners, corporate clients, leisure travelers, sports events, and international visitors all consider air access when choosing where to spend time and money. When SEA has sufficient gate capacity, efficient roadway and curbside access, strong levels of service, and the ability to support new and expanded nonstop routes, Bellevue is better positioned to attract overnight visitors, conventions, business travel, international visitors, and regional events that support local jobs and our businesses. That economic impact is significant. In 2025, Bellevue welcomed 2.2 million overnight visitors, generating $800 million in overnight visitor spending and $2.2 billion in total economic impact. Visitor activity supported approximately 14,000 hospitality industry jobs and generated $142 million in state and local taxes. Sustaining and growing that impact requires a world-class airport that can keep pace with our region's demand. SEA is already one of the region's great competitive advantages. The Port reports that SEA served 52.7 million passengers in 2025, offered service through 37 airlines to 96 domestic and 36 international nonstop destinations, and supported nearly 175,000 overall jobs in 2023. Those figures reflect what those of us in destination marketing see every day: air connectivity drives opportunity. It determines whether a visitor can reach Bellevue easily, whether a corporate headquarters can host clients and teams efficiently, whether a convention organizer can count on strong attendee access, and whether international markets see our region as convenient and competitive. For Bellevue, the continued growth of airline capacity and new nonstop routes is not an abstract transportation issue. It is central to our destination strategy. Every additional route creates new opportunities to market Bellevue and our region in that origin market, attract higher value overnight stays, and extend visitor spending. Conversely, congestion, delays, insufficient gates, and poor airport experience make it harder for our region to compete with other metropolitan destinations that are investing aggressively in their airports. We also recognize that growth must be managed responsibly. Visit Bellevue supports the Port's commitment to sustainability, environmental review, mitigation, and continued engagement with neighboring communities. In 2024, two-way trade in goods between the UK and Washington State totalled $1.9 billion, with key sectors including aerospace, machinery, and technology. SEA Airport is a gateway for much of this commerce, supporting the movement of goods and services that underpin tens of thousands of jobs in Washington State, and billions of dollars in shared economic output. Passenger traffic between the UK and SEA is equally significant. SEA handled a record 52.6 million passengers in 2024, with international traffic reaching 6.6 million, a 15% increase over pre-pandemic levels. Since May 2026, four airlines provide direct, at least daily, passenger routes between Seattle and London Heathrow (Alaska Airlines, British Airways, Delta, Virgin Atlantic). These routes are essential for business travel, tourism, academic exchange, and family connections. The SAMP's vision - including a second terminal with nineteen new gates, expanded cargo facilities, and improved ground transportation - is well-aligned with the needs of a state that is forecast to grow to over 9.7 million in 2050, a 26% increase from 20201. Importantly, the plan integrates sustainability goals such as increased fuel efficiency, expanded use of sustainable aviation fuels, and improved environmental stewardship. As the UK Government's representative in Seattle, I commend the Port of Seattle for its forward-looking approach and encourage the Commission to continue advancing the SAMP. The plan will ensure SEA remains a world-class airport capable of supporting the dynamic and growing relationship between the UK and Washington State.
