Item Number: Meeting Date: 8c_reso February 24, 2026 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 WHEREAS, on February 25, 2020, the Port of Seattle Commission adopted Resolution No. 3770, establishing the standing committee charters of the Commission; and 16 17 18 19 20 21 WHEREAS, on September 12, 2023, the Port of Seattle Commission adopted Order No. 2023-13, establishing the Ad Hoc Airport Workforce Conditions Committee to create opportunity for oversight and engagement with staff on programmatic, policy advocacy, and operational efforts related to the topics of access to childcare and healthcare for workers at Seattle Tacoma International Airport (SEA), including both Port employees and workers employed by SEA vendors, tenants, and service providers; and 22 23 24 WHEREAS, the Ad Hoc Airport Workforce Conditions Committee is a committee of limited duration, scheduled to sunset upon satisfactorily completing the scope of Order No. 2023-13.; and 25 26 27 WHEREAS, on December 16, 2025, the Ad Hoc Airport Workforce Conditions Committee recommended the Port develop a health care policy that sets minimum health care standards for workers at SEA; and 28 29 30 31 32 33 WHEREAS, it is now recommended to officially end operation of the Ad Hoc Airport Workforce Conditions Committee and to amend the scope of the standing Equity and Workforce Development Committee Charter to include review of, and provision of recommendations for, the development and implementation of policies regarding workplace conditions and access to services that affect recruitment, retention, and worker stability at Port facilities to improve operations, safety and customer experience; and 34 35 36 WHEREAS, it is further recommended that the Equity and Workforce Development Committee Charter be amended to include Civil Rights and Community Safety as a part of the committee's scope of work; and 37 38 WHEREAS, it is further recommended that the name of the Equity and Workforce Development Committee be amended to reflect these changes in scope of work. Amendment of Committee Name. Resolution No. 3844, is hereby adopted to change the name of the Commission's Equity, Workforce Development Committee to the 'Equity, Workforce Development, and Conditions Committee,' as shown in attached Exhibit A to this resolution. 48 49 50 51 52 53 54 55 56 Section 2. Amendment of Scope of Work. Resolution No. 3844, is further adopted to update the committee's scope to advising the Port of Seattle Commission on policies and initiatives that advance equity, community benefits, workforce development, and civil rights across Port operations. Its scope includes oversight of equity initiatives, workforce and career-connected learning strategies, and alignment with the Port's legislative and Century Agenda priorities. New areas of focus include reviewing workplace conditions and access to services that affect worker stability in support of business outcomes, and evaluating public safety policies to ensure civil rights, community trust, equitable treatment, and compliance with Title VI, language access, and anti-human trafficking requirements as shown in attached Exhibit A to this resolution. 57 58 59 60 Section 3. INTRODUCTION The Equity, [AND] Workforce Development [AND] Condi ons Commi ee, herein referred to as "the commi ee," is a standing commi ee created by the Port of Sea le Commission. The commi ee will provide informa on, advice, and recommenda ons about the port's equity, workforce development, [AND] career connected learning programs and policies, [AND] diversity in contrac ng goals, and programs and ini a ves related to workforce condi ons. B. The Port of Sea le is commi ed to joining regional and na onal efforts to achieve equity and jus ce for all and recognizes our essen al role in building a socially just ins tu on by dismantling the structural barriers that have prevented the full par cipa on of our most marginalized communi es, par cularly communi es of color. To achieve equitable outcomes for all we will lead with a racial equity lens, ins tu ng policies and prac ces that address the systemic inequity of economic opportuni es, working condi ons, impacts on local communi es, and par cipa on in port affairs. C. This charter defines the mission, composi on, scope, authority, responsibility, and mee ng structure of this commi ee. II. COMPOSITION The commi ee will consist of two Port of Sea le commissioners appointed by the commission president, a er consulta on with the commission, at the beginning of each calendar year in which the commi ee is ac ve. III. SCOPE OF WORK The work of the Equity, [AND] Workforce Development and Condi ons Standing Commi ee shall include the following areas and associated ac vi es: A. Equity: 1. Review and provide recommenda ons to the commission on the development and implementa on of the Duwamish Valley Community Benefits Policy Direc ve and the South King [COUNTY] and Port Communi es Fund. 2. Review and monitor internal and external equity programs, policies, systems, and prac ces including but not limited to the implementa on of the Office of Equity, Diversity, and Inclusion's Strategic Plan, and the workforce development policy, community partnerships with an emphasis on environmental, racial, and economic jus ce, and effec ve channels of communica on with port leaders in all port impacted communi es. Review and provide recommenda ons to the commission on the development and implementa on of policies regarding workplace condi ons and access to services that affect recruitment, reten on, and worker stability at port facili es in order to improve safety, operations, customer service, and other business outcomes. B. Workforce Development: Review and provide policy recommenda ons to the commission to develop port workforce development programs that support equitable access to port-related jobs and opportuni es. C. Career Connected Learning: Review and provide recommenda ons to the commission to guide the port's career connected career connected learning strategies. The strategies are intended to ensure that those par cipa ng in workforce development programs have access to real-world learning experiences in port-related industries and that connect students to meaningful and well-paying jobs at the Port of Sea le. D. Diversity in Contrac ng: Monitor the implementa on of the Diversity in Contrac ng policy direc ve. Review and recommend to the commission policies that provide economic development opportuni es to women- and minority-owned business enterprises based on equity principles. E. Civil rights and community safety: review and provide recommenda ons to the commission on monitoring and iden fying areas of improvement rela ng to public safety opera ons, including the Port of Sea le's police department and fire department, with a en on to civil rights, civil liber es, community trust, and the equitable treatment of all individuals within port facili es and opera ons, including workers, travelers, and community members regardless of na onal origin or immigra on status. This also includes work related to tle vi, language access, and an -human trafficking. F. (E) Communicate the port's approved legisla ve agenda to the public as it relates to the scope of work for the commi ee. G. (F) Review and recommend to the Port of Sea le Commission updates to the Century Agenda and policies to support the work of the Office of Equity, Diversity, and Inclusion. IV. AUTHORITY In pursuit of its mission and scope, the commi ee is not legally authorized to act on behalf of the Port of Sea le Commission, but is authorized to conduct the following ac vi es: A. Gather and evaluate informa on, consider ma ers within the commi ee's scope of work, and provide informa on, advice, and recommenda ons to the Port of Sea le Commission. B. Communicate the priori es of the Port of Sea le Commission. C. Engage in outreach efforts with community leaders and stakeholders and ac vi es to gather and evaluate informa on to provide to the Port of Sea le Commission. D. If the commi ee determines that to meet its responsibili es it needs the independent services of an outside advisor or consultant with equity, workforce development, or career connected learning exper se, it may propose the reten on of such advisor or consultant to the commission for approval. DURATION The Equity, [AND] Workforce Development and Condi ons Commi ee is a standing commi ee with broad purview over ma ers related to equity and will con nue indefinitely un l the commission repeals its charter. VI. RESPONSIBILITY A. The role of the commi ee chair(s) shall be to: 1. Preside at mee ngs and serve as commi ee sponsor(s); 2. Ensure that the commi ee addresses the purposes described in this charter; and 3. Set commi ee mee ng agendas. B. [THE COMMISSION POLICY MANAGER IS THE COMMITTEE LIAISON, AND COMMISSION SPECIALISTS WILL SUPPORT THE WORK OF THE COMMITTEE AS ASSIGNED.] The commi ee liaison(s), as assigned by the Commission Office, will support the work of the commi ee. The role of the commi ee liaison(s) shall be to: 1. Regularly update the commission on the work of the commi ee in memos, individual briefings, and public session; 2. Support the work of the commi ee; 3. Help develop, manage, and distribute mee ng materials; 4. Provide logis cal support including procuring mee ng rooms, scheduling, crea ng mee ng records, and providing technical assistance; and 5. Coordinate with the primary execu ve staff contact to keep the Execu ve Director informed about commi ee progress. C. The Port of Sea le Senior Director of Equity, Diversity, and Inclusion and Managing Director of Economic Development or delegate(s) will support the commi ee as the primary execu ve staff contacts. Inform the Execu ve Director about commi ee progress; 2. Support the commi ee with mely and responsive informa on; 3. Coordinate with other execu ve staff in support of the commi ee's work; and 4. Serve as a resource for commi ee delibera on. VII. MEETINGS A. The commi ee will meet at least quarterly and will report to the commission in public session to provide transparency as to progress made in execu ng its charter. B. A quorum of the commi ee is required to conduct official commi ee business. A quorum is defined as the presence of both commissioners assigned to the commi ee C. Mee ngs of the Equity, Workforce Development, and Condi ons Commi ee shall be open to the public when required by applicable law or the bylaws of the Port of Sea le Commission. D. Agendas will be prepared and made available to commi ee members in advance of mee ngs. E. Agendas for updates to the commission to be presented in public session will be published as part of regular or special commission mee ng no ces. F. Minutes will be prepared and retained for all mee ngs of the commi ee. G. Records of commi ee mee ngs, including any mee ng minutes, shall be provided to the commission clerk for appropriate reten on in accordance with applicable law and best prac ces.
