The meeting was held at the Seattle-Tacoma International Airport Conference Center, located at 17801 International Blvd, Seattle Washington, and virtually on Microsoft Teams. Commissioner Cho was absent and excused from attendance. 1. CALL to ORDER The meeting was convened at 10:32 a.m. by Commission President Toshiko Hasegawa. 2. EXECUTIVE SESSION pursuant to RCW 42.30.110 The public meeting recessed into executive session to discuss one item regarding Litigation/Potential Litigation/Legal Risk per RCW 42.30.110(1)(i) for approximately 30 minutes, with the intention of reconvening the public session at 12:00 p.m. Commissioner Calkins was absent and excused from attendance. Following the executive session, the public meeting reconvened at 12:09 p.m. Commission President Toshiko Hasegawa led the flag salute. 3. Discussion ensued regarding: • great work being done in the department year over year; • the goal of the department to be a 'World Class Police Department;' • leading the report with equity, diversity, and inclusion; • funding levels to support the crisis intervention program; • use of drug interdiction funds for battling human trafficking; • additional use of force data available in the first quarter 2026; • including demographics in the use of force data presented in 2026; • highlighting zero deadly force incidents; • mutual assistance and coordination with the Valley Investigative Team and Valley SWAT; • making progress of the hiring goal for women in the department; • the volume of policing by the department; and • increased safety concerns at airports across the nation due to immigration enforcement. Members of the Commission recognized the great work of the department and its officers. 12. QUESTIONS on REFERRAL to COMMITTEE and CLOSING COMMENTS Commissioner Felleman thanked the Police Department and Finance Department for their presentations and efforts in their respective departments. Commission President Hasegawa highlighted her work in Switzerland on Port business during the 2025 American Swiss Foundation Young Leaders Conference. Commission President Hasegawa further spoke regarding the impacts of tariffs. 13. This amendment was prepared as a specific response to Port officials who claimed that their inability to sell the Park at a below-market rate was the threshold issue preventing the Port from executing a transfer of North SeaTac Park to the City of SeaTac. Following the passage of Smith and Cantwell's amendment into law, the City of SeaTac, in May of this year, offered to Buy North SeaTac Park from the Port in consideration of creation of a $20 million fund that the city would create to preserve the park in perpetuity. Liquified Natural Gas (LNG) is a fossil fuel, largely extracted through the harmful practice of fracking, which has no place in a clean energy future or or a clean air strategy. Made primarily of methane, a potent greenhouse gas, it has a short-term warming potential over 80 times that of carbon dioxide, worsening the climate crisis. Numerous studies have now shown that LNG is not a climate solution for shipping, and is often worse for the climate than other traditional marine fuels when lifecycle emissions are measured using best available science. LNG refineries negatively impact health by releasing air pollutants such as volatile organic compounds (VOCs), nitrogen oxides, carbon monoxide, and sulfur dioxide, contributing to respiratory and cardiovascular illnesses, cancer, and other chronic diseases. Puget Sound Energy's Tacoma LNG refinery has already received numerous notices of violation from the Puget Sound Clean Air Agency for releasing toxic volatile organic compounds beyond its permitted amounts. There are many documented harmful impacts to the air, water, soil, and public health from the extraction via fracking, which often happens on or near Indigenous lands and communities. When implementing clean air strategies, we must look at the whole picture, not just within our airshed, not just at point of burning. The Puyallup Tribe fought the permitting of Puget Sound Energy's Tacoma LNG refinery every step of the way and have publicly stated they do not want any new or expanded operations of fossil fuels on their ancestral tideflats, also known as the Port of Tacoma. These wishes should be honored. Massive outcry and public demonstrations by communities in Tacoma, Seattle and all along the Salish Sea, in opposition to the permitting of Puget Sound Energy's Tacoma LNG refinery made the will of the people known. As elected Port Commissioners, you should be accountable for protecting the health, safety, lands, water and air of your constituents. When you cut down even one large old tree, the hundred years of animals, birds and bugs that lived there have to go somewhere. I learned this first hand when two 100 year old trees were cut down next door to me. My shrub nursery suffered massive loss of shrubs, plants, and berries (And of course Money$$$) to the two hundred years worth of aphids, lace bugs, thrips, fungus gnats, ants, and other pests that were now searching for a new home, and my nursery was filled with new nuisances from the all the birds, squirrels and other creatures that called those big trees home. It took all summer into fall just to cut my losses, suffer massive financial damage, and get the bugs under control. Humans don't like to think about the big impacts like this, but it will impact us all. When you are unconscious about the impacts of destroying older trees like the ones at North Seatac Park, this doesn't seem like a problem to an idiot. Wake up!!!! It is!!!! You will be destroying our recreation areas, businesses, and our quality of life. So Yes! Cutting down any trees at North Seatac Park or the trees behind Highline Seatac Botanical Garden will have a significant impact on all the residents of Seatac, especially the plant nurseries, parks, and agricultural sectors. Noone considered that when they said it would have no impact. Completely ignored all the letters and comments from concerned residents in favor of big business. Shame on you. Listen up!
