SUBJECT: Airport Noise Monitoring System Contract Authorization
Contract Extension Value: $4,000,000
ACTION REQUESTED
Request Commission authorization for the Executive Director to execute a contract extension
with Passur for its Noise Monitoring and Flight Tracking System for a period not-to-exceed ten
years; an initial 3 years with 7 one-year options. Contract extension will not exceed $4,000,000
over the ten-year period. There is no funding request associated with this authorization.
SUMMARY
This noise monitoring system was procured in 2015 via competitive procurement and was
renewed for an additional five-year period in 2020. The system monitors aircraft noise using
specialized microphones installed in 24 strategically placed locations in the Seattle area. Flight
tracking data from the system is used to associate noise levels with specific flights and noise levels
from monitors are available to the public in a visual form. The Port uses the flight tracking data
to assist in its assessment of noise abatement flight procedures and noise reduction efforts,
including the Part 150 Noise and Land Use Compatibility Study.
This authorization will extend the current contract through 2028, for the three-year initial period,
and up to 2035 if all options are exercised. Annual costs will be included in the Information &
Communication Technology Operating Budget.
