ACTION REQUESTED
Request Commission authorization for the Executive Director to authorize additional funding in
the amount of $350,000 to complete additional scope of work for the construction of the entry
area to the former Highliner at the C-15 Building at Fishermen’s Terminal (FT) as part of the Phase
2 FT ADA Compliance Project (C801198).
The amount of this request is $350,000 for a Phase 2 total project authorization of $1,605,899.
The Phase 1 project costs were $1,594,101 for a combined project total of $3,200,000.
SUMMARY
Additional funding is required to complete the necessary ADA compliance construction at the
former Highliner (C-15) entryway to ensure safe and equitable access for FT employees, tenants,
and visitors. Post Phase 1 construction there were numerous deficiencies found as part of the
University of Washington Accessible Design and Innovative Inclusion (UW-ADII) post-
construction inspections. Therefore, Phase 2 was required to correct the noted deficiencies.
During Phase 2, the sidewalk area near the Highliner was not identified as a deficient area and
therefore was not included in the Phase 2 design. This area, however, was included in the litigant

scope but not completed during Phase 1. Thus, this additional scope is required to ensure
compliance with all identified non-compliant ADA areas. During Phase 2 construction this area
was surveyed and confirmed by the contractor to be non-ADA compliant. The Port construction
management team has confirmed these findings based on its own recent site survey and agrees
with the contractor’s assessment. As a result, this small section of sidewalk is now being added
as an additional scope of work to maximize efficiencies with the onsite Phase 2 construction. The
additional funding will allow the project to be completed by June 30, 2025.
