The Port Commission, in May 2022, went through an extensive public recruitment process to 15
interview prospective candidates for the Board of Ethics. At that time, William Barrett and 16
Josh Friedmann were appointed to the Board. Both Members have extensive background and 17
experience in law and ethics and have proven to be invaluable assets to the Board and to the 18
Commission during their first terms. Both Members have expressed their desire to serve an 19
additional term. 20

The Port Commission, in accordance with Resolution No. 3833, the Port of Seattle Code of Ethics 24
for Port Commissioners, hereby re-appoints William Barrett and Josh Friedmann to serve three-25
year terms as members on the Commission Board of Ethics effective May 1, 2025, and ending 26
April 30, 2028. 27

STATEMENT IN SUPPORT OF THE ORDER 29

The Port of Seattle has established a strong and comprehensive ethics program for Port 31
Commissioners to foster high ethical standards, strengthen public trust and confidence in the Port 32
of Seattle, and promote good governance. To further these goals, the Port of Seattle Commission 33
adopted Resolution No. 3833, a revised Code of Ethics for Port Commissioners, in January 2025, 34
incorporating provisions to further strengthen ethics requirements for the Commission. 35

The Code of Ethics for Port Commissioners provides for the appointment of an Ethics Board 37
composed of three members by majority vote of the Commission “to ensure proper and consistent 38
implementation” of the Code. The Board serves as the formal mechanism to consider all 39
complaints against Port Commissioners and acts as an advisory body to provide guidance on 40
ethical matters to the Port Commission or individual Commissioners upon request. 41

Both Mr. Barrett and Mr. Friedmann possess strong understanding, skills, and experience in the 43
subjects of governance and professional administrative ethics and will serve the Commission well 44
in its adherence to and guidance of the Code of Ethics. 45
