Background
• Fast Track project prior to June 2026 FIFA Soccer Tournament
• Pier 66 campus including staircase was constructed in 1995, and
is now 29 years old
• Exterior concrete staircase system is complex and heavily used by
the public
• Third party assessment study was completed April 2023
Recommendations are reflected in the project scope

• Status: Currently in final design
Documents are 90% complete

treads, pavers and roof
membrane.

with integrated LED
handrail lighting.

Project Goals
1. Reduce Fall, Slip, Trip Hazard and Improve Safety
Replace failing concrete with new to provide a safe means of pedestrian travel.
2. Protect Existing Assets
Ensure that the roof membrane system beneath the stair maintains its watertight integrity.
3. Reduce Unplanned Maintenance Costs
Mitigate future repair costs related to staircase cracks, spalling and roof leaks.
4. Mitigate Impacts to Existing Business Operations
Coordinate with Cruise, Bell Harbor International Conference Center and Anthony's around
scheduled business events.
5. Employ Sustainable Means and Methods
Incorporate environmentally sustainable practices during construction, where practical.
6. Complete the Grand Staircase prior to the planned FIFA soccer tournament by Q2 2026
