Project Background
• The Concourse A and Combined Communications and Control Center (C4)
generator control systems are nearly 20 years old and are still operated by
the original programable logic controllers (PLC).

These PLCs are at end of life and no longer available.
• The Airport moved to a new standard controls for generators in 2018
(Allen Bradley).
• These generators provides back-up power to life safety items such as
egress lighting, fire alarms, radio systems, evacuation elevators, exit
doors, fire pumps, and the ACC, ECC, and 911 dispatch in the C4.

Project Justification, Purpose, and Scope
Justification: The project is a regulatory requirement. Emergency power
generation is required by the National Electrical Code (NEC) and the
National Fire Protection Association (NFPA) for all life-safety systems.
Purpose: This project will replace the existing obsolete controls with new
standardized hardware and rectify non-compliant portions of the system.
Scope:
• Replace end of life PLCs
• Integrate generator operation status and support systems into the Direct
Digital Control (DDC) system for remote monitoring during disruptions
• Correct NFPA non-compliant issues in the generator rooms

Action Requested
• Prepare, Advertise, and Execute a Public Works Building Engineering Systems Contract
• Execute related project change orders, amendments, work authorizations, purchases,
contracts, and take other actions necessary to support and deliver the generator
controls project within the approved budget
• Utilize Port of Seattle crews, and small and major works on-call contracts, to support
design and construction activities.
• Requesting authorization of $8,450,000 for a total project authorization not to exceed
$9,400,000.
