Technology updates will also ensure the safety of both officers and the public by providing access
to the latest communication tools, integrated systems, and information sharing. It will help to
reduce errors, increase accuracy, streamline administrative tasks, and keep the department
current with new laws and regulations regarding mandatory technology use in law enforcement.
This item falls under the following 21CP Recommendation authorized by Commission on
September 14,
2021:
RECOMMENDATION NO. 52. As body worn camera program is developed, the POSPD should
consider policy choices around when cameras should be activated, what are acceptable uses for
BWC footage, when officers may view footage, and how the BWC program can support overall
transparency. The proposed Axon contract would also address several Century Agenda goals and
objectives, specifically the following:
Goal 6: Be a Highly Effective Public Agency- Through this goal the Port of Seattle will ensure that
its function as a public agency is marked by accountability, transparency, safety, innovation, and
responsible financial stewardship. The Port of Seattle with strive to be a good community partner
and use our influence to ensure that all the communities we serve are healthy and safe.
Objective 16: Advance the Port’s dedication to employee engagement, safety, innovation, and
financial stewardship.
Objective 17: Foster an environment of transparency, accountability, respect, leadership, and
fairness to give Port staff the tools to be exceptional public servants.
Objective 18: Partner and engage with external stakeholders to build healthy, safe and equitable
communities.
Objective 19: Set the standard for high-quality, cost-effective, and timely delivery of capital
programs.
The Port of Seattle Police Department currently has contracts with Axon for our Taser and Body
Worn Camera programs. The Axon Taser contract expires on November 30, 2024, and the Body
Worn Camera contract expires on December 14, 2026.
By bundling these products and new technologies, the Port of Seattle Police Department will have
substantial cost savings over a ten-year period, which is the proposed length of the contract.
The total cost for the proposed ten-year contract is approximately $13,285,00.00, or
$1,325,000.00 per year.
The proposed contract would result in cost savings of approximately $3,265,000.00, or $317,000
per year over a ten-year period.
