Transportation Choices Coalition is Washington State's nonprofit
advocate for safe, sustainable, and equitable transportation, We strongly
support the Port of Seattle's ORCA Pass Pilot Program.
More people go to work at Seattle-Tacoma International Airport (SEA) on
an average day than fly out of it. SEA airport workers face challenging
traffic jams to get to work. And transportation accounts for over 40% of
King County's greenhouse gas emissions. Employer-provided ORCA
passes can address all of these challenges.
If an employee purchases a transit pass out of pocket, that costs $1,200
a year. The quickest way the Port can give airport workers a raise, make
SEA airport a better place to work, and meet our climate goals is through
an employer-provided ORCA card.
We want to thank the Commission for their leadership on moving this
ORCA Pass Pilot Program forward.

Thanks for reaching out. I strongly support this move of the port to offer
ORCA passes to employees at the airport. I would love to testify in

On behalf of the Defenders of Highline Forest as well as members of Save Des Moines
Greenspace and Wetlands, I am emailing the Port of Seattle to submit two sets of linked
documents for the Port's official public records. The first set of linked documents have been
generated over the course of the appeal of the Mitigated Determination of Nonsignificance
that the City of Des Moines initially awarded to the Panattoni LCC for the purpose of
developing the Des Moines Creek Business Park West (No. LUA2022-0044) under a lease
agreement with the Port of Seattle. This latest development of a 400,000 square foot
warehouse will destroy hundreds of significant trees, disrupt access to a key segment of a
regional trail system, and fails to even consider the impact on air quality, noise, and heat that
the 800 car/truck trips per day will have on a vulnerable, marginalized neighborhood
located directly under the flightpath.
Appeal Documentation Submitted to Port of Seattle-…
In addition, I wish to submit for the public record, all documents generated by the latest
Panattoni development by the City of Des Moines that are linked to the City of Des Moines
Permitting Department under No. LUA2022-0044.
We contend that these documents, and all public documents generated during the course of
the development of any and all property owned by the Port of Seattle, should automatically be
submitted to and co-housed in the Port, and not just in the jurisdiction where the development
occurs. All information generated during the course of the SEPA process is critical to
understanding the current and historical development of Port of Seattle properties and any
impact on the environment including the health of plants, trees, animals, and humans living
near and around Port of Seattle property. Without such a practice in place, the Port of Seattle,
as a public entity with a real estate division (no less), requires the public to gather records
from five or six local jurisdictions, the county, and possibly the state as well.
This lack of access to key records is particularly troublesome in cases like the Des Moines
Creek Business Park development where the latest development is the third (or is it the
fourth?) phase of a massive project (around 5.5 million square feet of tree-covered land
cumulatively will be bull-dozed to build warehouses, parking lots, and the FAA building).

This project was carried out over many years and over two local jurisdictions: Des Moines
and Seatac. Unfortunately, such phased-in developments can lead to findings where each
development in and of itself is nonsignificant, however, when taken as a whole, the records
reveal that the cumulative impacts are significant.
In conclusion, citizen activists are asking for a change in policy, one in which the Port of
Seattle takes responsibility for directing its leasing agents to submit its SEPA Determination
and Checklist along with all other documents related to the SEPA determination that
currently are housed within jurisdictions where Port of Seattle develops its property. This
policy would support greater transparency and knowledge for the public when it comes to the
Port of Seattle's development of real estate.
