ACTION REQUESTED
Request Commission authorization for the Executive Director to procure and execute multiple
professional services indefinite delivery, indefinite quantity (IDIQ) contracts for consultant
support for environmental services for potential environmental investigations and remediation
activities. This request will authorize up to 3 IDIQ contracts $3,000,000 each for a total not to
exceed capacity of $9,000,000. There is no budget request associated with this authorization.
EXECUTIVE SUMMARY
Port Maritime Environmental Programs utilizes indefinite delivery, indefinite quantity (IDIQ)
contracts to meet highly variable workload projections to manage remediation liability and
environmental regulation support services for the Maritime, Economic Development, Joint
Venture, Stormwater Utility and the Northwest Seaport Alliance. The contracts resulting from
this request will allow the Port to respond to a range of environmental investigations,
characterization and remediation needs for the next five years.
There are two current IDIQs of $2,000,000, one of which is fully committed, and the other is
approximately 70% committed. For Environmental Programs to continue to provide these
services, new contracts with environmental consultant services providers are needed by Q2
2025. The contracts will be managed by the Maritime Environmental and Sustainability
Department and will be available for use by other Port Divisions.

JUSTIFICATION
The Port’s remediation activities support the Century Agenda goal of being the greenest port and
reinforces our commitment of being a responsible steward of community resources and the
environment. State and federal laws require elimination of unacceptable levels of environmental
risk caused by the presence of contaminants in soil, groundwater, and sediment.
IDIQ contracts provide the Port’s Maritime Environmental team with flexibility to meet the
regulatory requirements and perform necessary assessments and actions more efficiently than a
single procurement, which could increase costs and time to the project schedule. IDIQ contracts
allow the project teams to issue individual service directives (SD) to meet project specific needs.
Competitively bid IDIQ contracts are a widely used public sector contracting tool, consistent with
the General Delegation of Authority and governed by the CPO-1 policy.
Diversity in Contracting
Project staff, in coordination with the Diversity in Contracting department, have set a 20%
woman and minority business enterprise (WMBE) aspirational goal for each of these IDIQ
contracts.
DETAILS
This request is to execute up to three contracts. The contracts will be advertised in a single
solicitation and awarded to the highest-ranked qualified firms. In the event the Port determines
that there are not enough applicant firms with sufficient qualifications to perform this work, the
Port may award fewer contracts and increase capacity of the awarded contracts to the selected
firms not to exceed the authorized amount.
Each contract will have a five-year ordering period. Service directives may be issued at any time
during the contract-ordering period. Work may be performed after expiration of the ordering
period. The total value of all service directives issued on a contract will not exceed the contract
value.
Budgets to utilize these contracts will come separately from the annual Environmental Remedial
Liability (ERL) authorization or individual project authorizations.
Scope of Work
The purpose of these contracts is to provide timely, cost-effective consulting services necessary
to perform remediation investigations, actions, and other related activities to understand
potential liability associated with contamination present at current or potential Port facilities.
These remediation-related investigations primarily address contaminated sites regulated under
the State’s Model Toxics Control Act, the Federal Superfund program (CERCLA), or the Dredge

Material Management Program, which require specialized technical and regulatory knowledge
and experience.
Schedule
Contracts should be executed by Q2 2025 to have a transition period between these new
contracts and the current ones. The new contracts will have a five-year ordering period. Each
service directive will specify the scope, duration and schedule associated with the task or tasks
involved.
ALTERNATIVES AND IMPLICATIONS CONSIDERED
Alternative 1 Procure separate contract for each project.
Cost Implications: Each project would expend additional administrative costs to procure
individual contracts
Pros:
(1) Separate contracts would allow consulting firms multiple opportunities to compete for
each individual project.
(2) Consultant teams could be customized to the unique needs of the specific project.
Cons:
(1) Increased overhead and administrative costs to the Port, as we would need to manage
more procurement processes and contracts, rather than a more efficient single
procurement of one set of IDIQ contracts.
(2) Inefficient use of Port resources and staff time and does not leverage the Port’s
allowable contracting methods.
(3) Adds time to each project schedule to complete the procurement process for each
individual project and will impact our ability to meet project and customer needs.
(4) Integration among related projects would be more difficult to achieve.
This is not the recommended alternative.
Alternative 2 – Prepare a single procurement for up to three IDIQ contracts.
Cost Implications: Each project would have reduced administrative costs by utilizing IDIQ
contracts.
Pros:
(1) Ensures the Port has the necessary professional and technical resources readily
available to complete regulatory obligations.
(2) Ensures the Port can meet time-critical evaluations and project requirements.
(3) Reduces administrative costs to the Port by minimizing the number of procurements.
Cons:
(1) IDIQ contracts are not tailored to a project’s specific needs.

(2) IDIQ contracts cannot be increased in value or have their ordering periods extended
which can lead to difficulty in utilizing them to their fullest extent
This is the recommended alternative.
FINANCIAL IMPLICATIONS
Charges to these contracts will be from projects that will be authorized separately through
established procedures, therefore no funding request as part of this authorization. Funding for
the associated scope of work and costs is included in the annual Environmental Remedial Liability
(ERL) authorization, operational budgets or through project-specific authorizations. No work is
guaranteed to the consultants and the Port is not obligated to pay the consultant until a service
directive is executed. After receiving authorization for each project in accordance with the
Master Delegation of Authority, the actual work will be defined, and the Port will issue individual
project-specific service directives.
