A RESOLUTION of the Port of Seattle Commission endorsing City of Seattle 7
Proposition No. 1, Concerning Replacing Funding for 8
Citywide Transportation Maintenance and Improvements 9
(the “2024 Transportation Levy”). 10

WHEREAS, the voters of King County authorized and approved the formation of a port 12
district coterminous with King County to be known as the Port of Seattle in a special election 13
on September 5, 1911; and 14
15
WHEREAS, the Port of Seattle Commission is the legally constituted governing body 16
of the Port of Seattle; and 17
18
WHEREAS, the Port of Seattle’s Century Agenda guides our actions to “Be the 19
greenest and most energy efficient port in North America,Position the Puget Sound region as 20
a premier international logistics hub,” and “Advance this region as a leading tourism destination 21
and business getaway.To meet these objectives, the Port of Seattle is deeply involved and 22
invested in the transportation and transit infrastructure essential to our operations: the regional 23
transportation system; access to Port facilities; and transport of goods through Port-operated 24
seaport and airport; and 25

WHEREAS, safe streets, the ability to transition commercial fleets towards cleaner 27
fuels and/or zero emissions, and being able to efficiently commute or transport via our roads are 28
ways that a transportation system can and should center safety, sustainability, and equity; these 29
are outcomes consistent with the Port of Seattle’s values and Century Agenda goals; and 30

WHEREAS, Washington State’s transported imports and exports goods were valued at 32
$134.9 billion in 2022 by Washington State’s Department of Transportation, making an 33
efficient transportation system is vital to the success of Port of Seattle and The Northwest 34
Seaport Alliance operations. Freight mobility and access to maritime facilities via the 35
waterfront, manufacturing sites, rail and ship connections, bridges are critical lifelines to our 36
operations and gateway; and 37

WHEREAS, the City of Seattle has proposed a transportation levy renewal, “Keep 39
Seattle Moving,” for voters to consider on the November 5, 2024 ballot; and 40
41
WHEREAS, the 2024 Keep Seattle Moving Transportation Levy proposal seeks to 42
increase, improve, and update freight, pedestrian, bike, and transit infrastructure which will 43
increase safety for all and reliability in our transit system, which, in turn, supports the Port of 44
Seattle’s regional economic development efforts in tourism and cruise; and 45

WHEREAS, the 2024 Keep Seattle Moving Transportation Levy proposal includes $45 48
million for freight improvements, vital investment to support cargo movement in the supply 49
chain, and trucks delivering goods and providing services for the region; and 50

WHEREAS, the 2024 Keep Seattle Moving Transportation proposal specifically 52
allocates $69 million to address climate change directly through our regional transportation 53
system with goals to reduce air pollution and increase access and options to sustainable 54
transportation, as well as integrating air quality reduction opportunities into many projects. 55

NOW, THEREFORE, BE IT RESOLVED by the Port of Seattle Commission hereby 57
expresses its support for the 2024 Seattle Transportation ballot initiative as a key resource to 58
support Port of Seattle operations and economic development strategies and our region’s 59
economic vitality. 60

ADOPTED by the Port of Seattle Commission at a duly noticed public meeting thereof, 62
held this ______ day of September, 2024, and duly authenticated in open session by the 63
signatures of the commissioners voting in favor thereof and the seal of the commission. 64
