ACTION REQUESTED
Request Commission authorization for the Executive Director to increase the project
authorization in the amount of $400,000 to cover the cost of the project bid for Water Reservoir
Rehabilitation. The amount of this request is for $400,000 for a revised total estimated project
cost not to exceed $3,569,000.
SUMMARY
The 2-million-gallon water reservoir at Seattle-Tacoma International Airport is an above ground
steel tank that provides water storage for domestic use and fire suppression to the entire airport.
The September 2021 inspection indicated that severe corrosion has appeared in many areas on
the reservoir and, if not addressed, could result in deformation of the structure. Additionally, the
presence of rust also puts the water quality into jeopardy. This project will rehabilitate the
structure to extend its useful life.
The project opened bids on July 09, 2024with one responsive bid submitted $310,000 (22.8%)
over the engineer’s estimate. This request asks for additional funds to cover the difference in bid
amount and subsequent increase in sales tax, and to ensure there is available construction
contingency.
The recommendation is to accept the proposed bid. It was expected that few bids would be
submitted due to the specialized nature of the work. The project participated in outreach efforts
including presenting at the 2024 Port Gen event. Through analysis of the received bid, the sole
bidder is highly qualified to perform the work, and rejecting the current bid would further delay
the needed tank improvements. Additionally, readvertisement would incur additional costs that
may not result in any additional or lower bids.
