COMMISSION SPECIAL MEETING JUNE 13, 2023
The Port of Seattle Commission met in a special meeting Tuesday, June 13, 2023. The meeting was
held at the Port of Seattle Headquarters Building Commission Chambers, located at: 2711 Alaskan
Way, Seattle, Washington. Commissioners Calkins, Felleman, Hasegawa, and Mohamed were
present. Commissioner Cho was absent and excused from the meeting.
CALL to ORDER
Pursuant to RCW 42.30 and Article IV, Section 8, of the commission bylaws, the meeting convened
at 9:04 a.m. for the purpose of holding a study session on Aviation Environmental Issues.

to develop non-petroleum, drop-in, jet fuel production;
creating synthetic jet fuel with biochemical and thermochemical processes by starting with a
recycled set of carbon molecules rather than petroleum;
how sustainable aviation fuel (SAF) is made;
current U.S. SAF consumption and production forecast;
technology and its influence on price;
locating facilities and producing SAF;
benefits of SAF;
lifecycle greenhouse gas emissions reductions with SAF;
air pollutant reductions with SAF;

the Port’s role in SAF;

SAF strategy next steps;
SAF federal policy successes and opportunities;
Progress in the arena of sustainable aviation fuel development since 2018; and
ongoing legislative efforts to support SAF.
Members of the Commission and staff discussed:
the cost of different SAF sources;
co-locating source and production facilities to cut down on transport costs;
seeing more efficient airline fleets;
power-to-liquid sources and creating storable forms of energy;
if there are other producers looking to use Municipal Solid Waste as a source;
percentage of SAF production anticipated in the future;
contrail impacts and preventing contrails;
if losing commercial viability to cheaper fueled airports is a concern it was noted that major
airports around Seattle are also exploring SAF use;
production of renewable diesel and if it can help reduce the net cost of SAF production;
tracking carbon intensity scores;
retooling refineries for production;
the need for longer-term certainty for investors;
evaluating the impacts of ultrafine particles; and
state and federal legislation supporting SAF.
