SUBJECT: Network Technical Services Contract Authorization

ACTION REQUESTED
Request Commission authorization for the Executive Director to execute an indefinite delivery,
indefinite quantity (IDIQ) contract for Network technical services as needed to support projects
and operations for a total amount not-to-exceed $500,000, with a contract ordering period not-
to-exceed five years. There is no funding request associated with this authorization.
SUMMARY
Over the next several years both Information and Communications Technology (ICT) and Aviation
Maintenance have planned projects to upgrade several critical Port networks including the
Enterprise Network supporting basic Port functions such as communication, office tools,
emergency response, and our financial and human resources systems; the Airport Data Network
supporting core functions such as passenger processing systems, flight information displays,
airline scheduling and Airport free Wi-Fi; and Airport Security Networks supporting access control
and security cameras. Technical services from a competitively selected firm will provide network
design services to ensure we have the most efficient and reliable infrastructure as well as
implementation assistance to appropriately resource important projects for Port resiliency.
IDIQ contracts provide the Port with the flexibility to meet business requirements as they arise
by issuing individual service directives to accomplish tasks within a general, pre-defined scope of
work on an as-needed basis for a fixed period and a maximum contract amount. Funding for
these services will be included in capital projects and organization operating budgets. ICT is
working with the Diversity in Contracting Department to determine the appropriate women-and-
minority-owned business enterprise (WMBE) aspirational goal.
