SUBJECT: Approval to Purchase Inventory for Access Control Doors

Request Commission authorization for the Executive Director to purchase proprietary access
control door components that will no longer be manufactured by supplier Johnson Controls.
SUMMARY
These access control door components support our access control infrastructure of over 1,000
access control points. Additionally, these parts will be used for new doors that will need access
control treatments in the next 2-3 years, both in Aviation and Marine. The amount requested is
for the projected new installs and 10% to include any projects that may have been missed or
emergency projects that may occur in the next two years. Aviation Maintenance will hold the
parts in inventory until a project requires them and then we will charge the project for the
parts. Other divisions may also need the parts and we will transfer and charge them if/when
we receive their request. There is a project in the next several years to upgrade our existing
access control system which will allow us to use a different type of door hardware. This is an
urgent request as other airports have also discovered these parts will not be available and are
purchasing enough stock to get them through the next several years. We are procuring
$101,000 + tax of material as a direct buy and will proceed with the final $584,000 + tax
pending Commission approval.
