ACTION REQUESTED
Request Commission authorization for the Executive Director to approve the new SCORE
Interlocal Agreement (ILA.) This will provide additional booking service options to the currently
executed and utilized King County Jail ILA. The Port of Seattle Police Department is not seeking
additional funding for approval of this ILA but will use SCORE jail services in conjunction to those
provided currently by King County.
EXECUTIVE SUMMARY
The Port of Seattle Police Department currently utilizes jail services under an ILA between the
Port of Seattle and King County. Due to this agreement, individuals who are arrested by Port of
Seattle Police Officers are processed and screened to determine whether they will be released at
the scene or booked into King County Jail. Several factors are used to determine the final
disposition of arrestees, including severity of the crime they are suspected of committing, danger
to the public, or a warranted mandate to book the suspect into jail. Once the decision to book an
arrestee is made, the arresting or transport officer drives the suspect approximately 15 miles to
downtown Seattle, where King County Jail is located. The time of transport and subsequent
return to the airport can take up to two hours, in addition to the time spent processing the
suspect/ arrestee at the jail.
To improve efficiency and effectiveness, as well as realize cost savings, the Port of Seattle Police
requested a proposed ILA from the South Correctional Entity (SCORE). SCORE is located
approximately at the southern border of SeaTac Airport (SEA), in Des Moines Washington, and is
the primary booking entity for most South King County law enforcement agencies.

JUSTIFICATION
This project supports the following Long-Range Plan strategies and objectives for a High-
Performance Organization and the Century Agenda:
1. Improve Customer Service and Public Engagement (Long Range Strategy 1, Objective 1)
2. Improve Process Efficiencies and Effectiveness (Long Range Strategy 1, Objective 2)
3. Be the greenest, and most energy efficient port in North America (Century Agenda
Strategy 4)
As the police department strives to support the mission of the Port of Seattle, we fight crime,
protect, and serve. Adoption of the ILA with SCORE reduces the amount of time our officers are
away during the booking process and gets them back to their community more quickly. With King
County Jail over 15 miles from SeaTac Airport (SEA), the entire process can take up to two hours.
With an average of one booking per day, that’s over 700 hours our officers can be in-jurisdiction,
protecting our community. SCORE is located at the Southern edge of the SEA’s clear zone in Des
Moines and is just minutes away. This reduction in waste gets us back to ensuring public safety
and crime reduction on the drives, in the terminal, and around our jurisdiction. A high level of
customer satisfaction depends on safety first.
Adopting the SCORE ILA also reduces the carbon footprint of the police department by reducing
the distance driven by over 10,000 miles. This alone could decrease our carbon footprint by over

Diversity in Contracting
Both King County Jail and SCORE are public entities and do not adversely or positively impact
Diversity in Contracting goals.
DETAILS
Adoption of the SCORE ILA will be in addition to the current King County Jail ILA due to its
proximity to the airport, where most of the bookings originate. Potential savings are based on
the SCORE fee structure. The police department seeks to maintain the option of booking at King
County Jail for our Seaport units, or for extraordinary circumstances. While there are several
differences in the fee structure between King County Jail and SCORE (see Table 1), one example
of cost savings is, SCORE does not charge a booking fee. This will result in savings of $212.00
every time an arrestee is booked into SCORE. Along with King County Jail’s higher daily
maintenance fees, we project potential annual savings of $136,201 by placing majority of our in-
custody arrestees into SCORE. (Assumptions: Daily POSPD Jail population: 2.58 average; Daily
bookings: 1 average; 2 guaranteed beds at SCORE)

Upon approval of the ILA by the Commission, service utilization of SCORE will commence.
ALTERNATIVES AND IMPLICATIONS CONSIDERED
Alternative 1 – Continue using only King County Jail for booking services.
Cost Implications: There are several differences in the pricing structure between King County Jail
and SCORE, as noted in Table 1. Psychologic and Medical may differ significantly. For example,
SCORE will notify the department when major medical treatment is needed and allow the
department to discharge an inmate rather than incur the expense. King County does not offer
that service. While we expect savings in both medical and psychologic costs, we will need more
data once we begin using SCORE to get a better comparison. Additionally, (as noted above)
SCORE does not charge a booking fee, resulting in savings of $212.00 every time an arrestee is
booked into SCORE. Taking only the booking and daily maintenance fees into account, we project
an annual savings of $136,201.00 by placing majority of our in-custody arrestees into SCORE.
Pros:
(1) None noted.
Cons:
(1) Exclusive use of King County Jail is more expensive for daily usage.
(2) Exclusive use of King County Jail usage is further for Airport units, and less efficient.
This is not the recommended alternative.

Alternative 2 – Exclusive use of SCORE for booking arrestees.
Cost Implications: Less expensive overall. Cost savings per the above is estimated based on
booking and housing fees only at $136,064.
Pros:
(1) Cost savings overall.
(2) Closer for Airport assigned Police Units.
Cons:
(1) Further for Seaport assigned Police Units.
This is not the recommended alternative.
Alternative 3 – Usage of both King County Jail under the existing ILA, and SCORE under new ILA.
Cost Implications: With majority of bookings overall occurring at SCORE, cost savings is still
realized by adding SCORE as a booking option.
Pros:
(1) Cost savings.
(2) Provides more efficient booking options for both Airport and Seaport Police Units.
Cons:
(1) None noted.
This is the recommended alternative.
FINANCIAL IMPLICATIONS
The department is not requesting any additional funds. We expect to see a savings by utilizing
the SCORE services.
