• Purpose
– Authorization to acquire 3 megawatts of power from Bonneville
Power Administration for 1-year period beginning Oct 1, 2020
– Fulfills a 2018 commitment to acquire non-federal resources in
addition to existing BPA resources
• Product
– BPA’s non-federal power is 95%+ greenhouse gas or carbon free
– 3 megawatts represents ~18% of total SEA electrical portfolio
– At current pricing of ~3.6 cents per kWh, this one-year block of
power is valued at ~$1M

• Delivery
– BPA will acquire the 3MW power supply and will schedule and deliver
that power to SEA
– BPA will supply the balance of the power requirements through the
SEA allocation of federal power
• Benefits
– Single supplier coordination for transmission and ancillary services
– Established Terms and Conditions
• Risk – failure to acquire the non-federal resources will trigger
the penalty rate of 15 cents per kWh
