COMMISSION SPECIAL MEETING APRIL 14, 2020
The Port of Seattle Commission met in a special meeting Tuesday, April 14, 2020. The meeting was
held remotely in accordance with the governor’s ‘Stay at Home’ order and Proclamation 20-28.
Commissioners Bowman, Calkins, Cho, Felleman, and Steinbrueck were present.
The meeting was called to order at 9:12 a.m. by Commission President Peter Steinbrueck, who led
the flag salute. Request documents included presentation slides.
The commission engaged with executives and staff presenters to review the status of 2020 and 2021
Capital Investment Plan in relation to COVID-19. Commissioners and staff emphasized the Port’s
impact relating to the region’s economy and how these capital projects can continue to be a driving
economic force.
Staff reviewed each Capital Project that is currently underway or planned in Maritime, Economic
Development, and Aviation division. Staff emphasized the Port’s commitment to safety during the
pandemic. Dave Soike, Chief Operating Officer, spoke to the safety enhancements implemented on
Port projects that are currently underway.
Staff spoke to the guiding principles being used to evaluate Capital Projects, these guidelines include
maximizing economic benefit, ensuring high minority and women owned business utilization, benefit
to small business, and advancing environmental protection.
Each division reviewed projects in planning, design, and shovel-ready phases. All projects were
reviewed with regards to the ways in which they meet the governor’s orders relating to being essential
and key to infrastructure. Staff identified the importance of each project as it relates to guiding
principles. Staff also identified projects for deferral and potential projects to accelerate due to unique
circumstances.
There was no further business, and the meeting adjourned at 11:20 a.m.
