Dear Port of Seattle Commissioners and Staff,
I am writing to provide comment on Agenda Item 6f (Indefinite Delivery Indefinite Quantity (IDIQ) Service
Agreement for Civil Design Support Services). The memorandum for this item does not specify what
Sea-Tac Airport capital improvement projects the indefinite contract is for, only that they are "proposed to
occur ... in the next five years." To the extent that these projects are part of the Sea-Tac Airport Master
Plan (SAMP), or require their own environmental review, related indefinite contracts should not be
approved in advance. Greenhouse Gas Emissions (GHG) from Sea-Tac operations continue to grow; in
2016, they made up over 20% of Seattle's total GHG emissions. And this figure doesn't even account for
radiative forcing, which at least doubles the warming impact of aviation emissions.
Now is not the time to be pre-approving contracts for proposed Sea-Tac projects as emissions from
aviation activity in and out of Sea-Tac must be reduced to meet necessary GHG emission reduction
targets.
