IstronglyencouragethePortofSeattletoapproveInterlocalAgreementswiththeWashingtonDepartmentofEcology
and
WashingtonStateDepartmentofNaturalResourcestosupportathree‐yearevaluationofcarbonsequestration,
waterqualityimprovement,andecologicalproductivityassociated withtheSmithCoveBlueCarbonPilotProject.Thisis
importantwork.ThePorthasshowngreatleadershipintestingoutinventivewaystobolsternearshoremarine
habitats,such
aseelgrassandkelpbeds,inordertomaintainavibrantSeattlewaterfrontandalivingmarine
system.Theefficacyofnature‐basedsolutionsdependsonmonitoringtodeter minewhetherornottheintended
benefitsareactuallyachieved.ThePortpropertyisagreatplacetotestoutinnovativeactions
andconductongoing
monitoringoftheSmithCoveBlueCarbonProject.
PugetSoundRestorationFundis involve dinmultiplekelp‐relatedefforts,includingdevelopingbullkelprestoration
techniques,assessingtheeffectofkelpcultivationonseawaterconditionsandshellfish,andpartneringwithNOAA,
DNR,andotherstodevelopaKelpConservation
andRecoveryPlan.Kelpisacriticalcomponentofahealthy,
functioning,resilientmarineecosystem.Restoringorenhancingkelpalongourwaterfrontscanhelprecoversalmon,
rockfish,andnumerousotherspecies.
IapplaudthePortforengaginginnearshorerestorationandmonitoringefforts.Thankyouforthisopportunityto
