MOTION 2019-05:
A MOTION OF THE PORT OF SEATTLE COMMISSION
adopting the charter of the 2019 Aviation Special Committee,
as attached, to develop recommendations to the Port of
Seattle Commission on meeting the region’s air
transportation needs at Seattle-Tacoma International Airport
for the next 25 years and encouraging cost-effective
expansion of domestic and international passenger and cargo
service; replacing the charter of the Aviation Special
Committee adopted March 13, 2018.

TEXT OF THE MOTION
The Port of Seattle Commission hereby adopts the attached charter of the 2019 Aviation Special
Committee to provide information, advice, and recommendations about fulfilling the port’s
Century Agenda goals to meet the region’s air transportation needs at Seattle-Tacoma
International Airport for the next 25 years and encouraging the cost-effective expansion of
domestic and international passenger and cargo service as elaborated in the attached charter. This
charter replaces the charter of the Aviation Special Committee adopted March 13, 2018.
STATEMENT IN SUPPORT OF THE MOTION
An Aviation Special Committee was originally chartered by the Port of Seattle Commission on
March 13, 2018. With the passage of the committee’s first year of activity, staff recommends
revision of the committee charter to clarify technical elements and to re-focus the scope of the
committee’s work. The 2018 Aviation Committee focused its oversight function on the
International Arrivals Facility (IAF). On September 25, 2018, the Commission passed a motion
creating an Executive Review Panel comprised of experienced construction management
professionals to review the execution and supervision of the IAF program. The resulting change in
leadership on the project and other significant changes have recaptured lost ground and created
more transparency on progress of the IAF program for the public.
The 2019 Aviation Special Committee, chaired by Commissioners Peter Steinbrueck and Courtney
Gregoire, would be chartered to review and provide recommendations to the Port of Seattle
Commission on Century Agenda elements associated with aviation, the airport capital
infrastructure program, a policy to guide ground transportation at the airport, and
recommendations to guide the development of the South King County Fund.
