The Commission Bylaws state:
“Referral to committee. Topics that involve establishment or revision of policy directives
or governance structures shall be referred to a committee of appropriate purview for
recommendations on action by the Commission. Other matters may be referred to
appropriate committees at the discretion of the Commission by public action”
Under this direction, the Commission development of port policy is to occur in officially chartered
committee settings. The Commission may also choose to delegate non-policy issues (action items,
briefings, individual commissioner priorities) to committee for development and preliminary
deliberation prior to full commission consideration. This strategy would increase commission meeting
efficiency as Committees are able to vet the issue before it is presented.
Committees will make implementation of commission policy priorities more effective, predictable and
transparent. Commissioners will manage policy development, in concert with the Executive Director
staff.
The commission can create an ad-hoc committee at any time to address issues needed. Broad charters
could be written to allow for commission referral of issues that were not anticipated. Hot topics could
be delegated as needed or retained by the full commission.
