ACTION REQUESTED
Request Commission authorization for the Executive Director to execute a contract amendment
with Motorola for the Radio Upgrade Project for an increase not to exceed $670,000.
SUMMARY
On April 24, 2018, the Port of Seattle Commission approved the Radio System Upgrade project
for a total estimated project cost of $22,100,000. This project will upgrade key components of
the Port’s Motorola mixed-mode radio network including radio system hardware and software,
tower sites, and subscriber equipment to ensure availability of a critical communication system
for Port Public Safety organizations, Airport Operations, Aviation Maintenance, Marine
Maintenance, Security & Preparedness, and mutual aid responders from adjacent jurisdictions.
The project is currently on budget and on schedule for a first quarter 2020 implementation.
Motorola has been contracted to provide software, equipment, and services to complete the
project in partnership with Port of Seattle resources. A contract amendment is requested in the
amount of $670,000, comprised of $450,000 in software and equipment requirements
identified during design and unknown at the time of the contract execution and $220,000 in
services to complete work originally planned for Port resources now unable to meet the current
schedule due to conflicting priorities. The increase in funds for Motorola can be accommodated
without using any project contingency funding and no additional funds are requested.
Commission authorization is required to execute a contract amendment greater than $300,000
per the General Delegation of Authority, Section 4.2.3.8.
