Overview
Request Commission authorization for the Executive Director to:
1. Increase the authorized funds for the Electric Utility Supervisory Control and
Data Acquisition (SCADA) project in the amount of $10,350,000
2. Advertise and award a major works construction contract at Seattle-Tacoma
International Airport
3. Use Port crews and small works contracts to assist with the project.
• Total estimated project cost is $11,950,000, an increase of $2,300,000
• Project presented to partner airlines on June 27, 2019
– Favorably received
– Majority in Interest (MII) approval expected in August

• Fed via 2 substations
– PSE Substation Sea-Tac – South Main Substation
– PSE Substation Bow Lake – North Substation
– Distribution to 26 Power Centers
• Alternate Utility Facility (AUF) integration
Project Budget
• Previous approvals and estimates:
– Design authorization granted on August 4, 2015 for $1.6M with a
total estimated project cost of $9.65M
• Today’s request:
– Increase total estimated project cost by $2.3M to $11.950M
– $2.3M increase includes:
• New Electrical Command & Control Center (EC3) room at $650K
• Required Puget Sound Energy Bow Lake substation upgrades at $900K
• Pre-design budget shortfall of $750K

Schedule
• Design Complete: 1st Quarter 2020
• Construction start: 2nd Quarter 2020
• In-use date: 2nd Quarter 2022
