Metruck, Executive Director FROM: Ralph Graves, Senior Director Capital Development Janice Zahn, Assistant Engineering Director, Construction Services 6e July 9, 2019 SUBJECT: Baggage Optimization Project - Phase 1 (CIP #C800612): Change Order #62 (Short Form) Amount of this request: $0 ACTION REQUESTED Request Commission authorization for the Executive Director to execute Change Order No. 62 to Contract MC-0318277, Baggage Optimization Project - Phase 1 at Seattle-Tacoma International Airport, to provide baggage handling system (BHS) controls software redundancy (failsafe). This change order will add $361,770.22 to the contract from the project's construction contingency; no project funding increase is required. SUMMARY This change order request requires no budget (zero dollars) because it can be accommodated within previously authorized budget, and it requires no time (zero days) because it can be accommodated within existing contract schedule parameters. Commission action is required under the General Delegation of Authority because the value is over $300,000. Description of Change Change Order No. 62 will enable the Contractor to provide all research, development, and engineering in order to provide and implement virtual machine redundancy (failsafe) for the upper level BHS controls. This will protect the baggage system upper level controls from vulnerabilities during unplanned outages and prevent the airport from losing all baggage system functionality. It will also enable the baggage system controls to remain active for routine system patches and virus protection. Providing virtual machine redundancy for the BHS controls will provide an increased level of security and stability for the system and operations. This software includes automatic failover fault tolerance, defined as immediate failover of applications or components to their redundant counterpart when a failure occurs, manual failover functionality, and 24/7 availability while enabling access for system updates and maintenance. This work has been coordinated and emphasized as a requirement with the Port AV Electrical and Electronic Systems department. There are no attachments to this memo.
