Todayyouwillbeapprovingthe2019CharterfortheAviationSpecialCommitteeatyourCommissionmeeting
inSeattle.AsIhad expected tobeabletocommentonthecontentspriortothisstage,Iwillstillhopeto
entermyremarksintothepublicrecordatthesametimeasyourvote.Ihopeyouwillstillconsidertheir
value,despitethelatesubmission.Inanycase,I appreciateandthankyouforyourattentiontothem.
Amongstthe scopeof workofthe AviationSpecialCommittee,isto provideadviceandrecommendations to
thePortregardingtheCenturyAgenda’s Strategy1, Objective 3. Whatisnotexplicitlywrittenintothisgoal,
aspresentedinpartA,iswhatIwouldliketoaddress.Thisobjective to“tripleaircargovolume” hasbeen,
andremains,single‐bottomline,withthe 20
th
centuryviewthatbasinggoalsinafossil‐fuelbasedeconomy,
borrowingagainstthefuture,isacceptable.Thedoublebottomline,addinginthemeasureofsocialimpact,
whileconsideredelsewhereintheCenturyAgendaforotherobjectives,isnotbroughtforthinconjunction
withanyofStrategy1points.Inaddition,thenowacceptedtriplebottomline,addingintheconsiderationof
environmentalimpacts,whichIwouldarguearepartofsocialimpacts,isalso nowheretobeseen.Whilethe
Committeemaybeconsidering someof theseimpacts, especiallythroughtheCenturyAgenda’sStrategy4,
thefactthattheyarenotwrittenoutandspecificforanyofStrategy1objectives,isofgreatconcerntome.
NotonlyourSouthKingCountycommunitiesarevastlyaffectedbythePortofSeattle’sactivities,but also
Seattleneighborhoods,suchasBeaconHill,welldefinedinthismostrecent

thenatureoftheworkoftheCommissionerswithinthisCommitteeiscriticalto allthe Port’s surrounding
urbanandnaturalareas.
Evenifmitigationto the sacrificial and most grosslyimpacted communitiesisalso being considered
separately,thereisnowaytotakebacktheeffectsofpollution,whetheritbeimmediateintheability for
individuals,humanornon‐human, tobreathecleanair,touchnon‐contaminatedgroundandfunctionin
quietersurroundings,orlongerterm forthemtodealwith associateddiseasesbroughtonbythe constant
shorttermpollution,oringlobaltermsofourever‐increasingcarboninput,resultinginmajorenvironmental
degradationforalllivingbeings.
