ACTION REQUESTED
Request Commission authorization for the Executive Director to advertise for bids and execute
major works construction contracts for a portion of the Automated Screening Lanes project at
Seattle-Tacoma International Airport.
SUMMARY
On December 12, 2017, Commission authorized construction and installation of automated
screening lanes at security checkpoints 2, 3, and 5 at the Airport along with the use of Port
crews for construction efforts. Each checkpoint was planned to be completed in phases with
smaller targeted small works construction of new infrastructure. With this authorization the
project will be constructed with both Port construction crews, as previously authorized, and a
separately procured major works contractor.
Individual projects have progressed but there are overall delays. Checkpoint 5 is complete.
Checkpoint 2 is underway and will be completed by Q2 2019. The plan to phase construction
using a series of small works targeted contracts has proven difficult and taken much longer than
planned. This procurement approach has contributed to delays at checkpoints 2 and 3 and
extended the completion of this project. Continuing with this approach would have extended
the project completion to mid-2020.
This authorization will allow the project to procure major works contracts to complete
construction of the infrastructure at checkpoint 3 and any other ancillary building
modifications. The project would be complete by Q4 2019.
In support of Resolution 3737 to affirmatively aspire to increase WMBE participation on Port
procurements, staff will engage with the Diversity in Contracting Department to identify and
establish woman and minority business enterprise (WMBE) aspirational goals per contract.
