ACTION REQUESTED
Request Commission authorization for the Executive Director to employ a Project Labor
Agreement (PLA) for the South Satellite (SSAT) Infrastructure Upgrades project construction
contract. No funds authorization is associated with this request.
SUMMARY
This project will improve the effectiveness and reliability of the Heating, Ventilation, and Air
Conditioning (HVAC) system for the SSAT, a terminal that has seen dramatic passenger growth.
The scope of the work includes replacement and upgrade of the existing air handler and HVAC
system on the concourse level, ceiling, lights and associated electrical equipment, fire sprinkler
system, signage, portions of the terminal wide voice paging system, column cladding, and
carpet.
The SSAT Infrastructure Upgrades project was initially authorized as SSAT HVAC Upgrades in
July 2012. When in 2018 the advertised construction contract received only one bid, at nearly
twice the engineer’s estimate, the project was expanded to the current larger scope. At that
time, and with changed criteria for PLAs, staff reanalyzed and decided to apply a PLA but
neglected in the course of reauthorization to request Commission approval. The contract has
been advertised as including a PLA, and bids are scheduled to be opened on January 17, 2019.
