Existing Commission Policy
Commission-adopted environmental policy, State Legislative Agenda (adopted 10.24.17)
Promote use of clean energy technology and support a statewide reduction in greenhouse gas emissions
Policies that promote the use of low-carbon fuels for transportation, and otherwise support the continued
reduction in the cost of low-carbon energy sources to consumers in the state
State support for partnership with the Port on aviation biofuels
State actions that promote climate change resilience, including in transportation network
Policies that reduce carbon and air pollution emissions for passengers and employees traveling to and
from Port facilities

Carbon “pollution fee” established -- $15/ton of CO2 emitted beginning in 2020; increasing
by $2/ton annually
Administered by a board; composition of board enumerated in language of initiative
Directed at following areas:
70 percent on “clean air and clean energy investments” (including transportation-related carbon
emissions)
15 percent of this category to reduce energy burden on low income
$50m over four years to help workers transitioning from energy intensive industries
25 percent for clean water and healthy forests” (to include wildfire risk, flood risk, etc.)
5 percent for “healthy communities”
Includes: wildfire preparedness; relocating communities on tribal lands impacted by flooding
and sea level rise; education programs related to climate change
