COMMISSION
AGENDA MEMORANDUM
DATE: September 7, 2018
TO: Stephen P. Metruck, Executive Director
FROM: Stephanie Jones Stebbins, Managing Director, Maritime Division
Rosie Courtney, Neighbors Advisory Committee Liaison
SUBJECT: Terminal 91 – Neighbors Advisory Committee – Nomination of a New Chair
ACTION REQUESTED
Request Commission nomination of Mr. Weldon E. Ihrig as Chair of the Terminal 91 Neighbors
Advisory Committee (NAC).
EXECUTIVE SUMMARY
According to the Short Fill Redevelopment Agreement as amended 1998, which established the
Neighbors Advisory Committee (NAC), the Port of Seattle is required to nominate a
Chairperson. The former Chair, Mr. Bill Winkelman, has stepped down from the position after
one year of service. He is moving out of state.
JUSTIFICATION
The Port’s engagement with NAC provides an excellent communication network for outreach to
communities impacted by operations and development at Terminal 91.
DETAILS
The Terminal 91 Neighbors Advisory Committee (NAC) is composed of representatives of the
Magnolia Community Club and Queen Anne Community Council. Together with representatives
of the Port of Seattle, the NAC operates within the terms of the Terminal 91 Short Fill
Redevelopment Agreement (as amended in 1985 and 1998). The Committee meets on the third
Wednesday of each month at Pier 69.
By the terms of this agreement, the Port of Seattle is required to provide funding for a
Chairperson who is neither a resident of Magnolia or Queen Anne nor an employee of the Port
of Seattle. This is managed through a service contract with 501 Commons, an organization
which seeks out highly qualified individuals to fill this role.
The Short Fill Redevelopment Agreement also specifies that the Chairperson is nominated by
the Port of Seattle Commission and approved by the Magnolia Community Club and the Queen
Anne Community Council.
