SUBJECT: Ground Transportation to the Airport
EXECUTIVE SUMMARY
The Port of Seattle is committed to providing quality customer service, reducing congestion,
and minimizing environmental impacts of vehicles at Seattle-Tacoma International Airport (Sea-
Tac). This includes implementing strategies and tactics to move people out of private vehicles
and into higher-occupancy modes.
The purpose of this briefing is to review with Commissioners a proposed ground transportation
framework for developing ground transportation programs at the airport. The briefing will also
include a review of the Ground Transportation Access Plan (GTAP) and the recommended
strategies and tactics from the study.
The framework consists of Guiding Principles, Goals, Strategies and Tactics. These elements
have been drawn from the September Commissioner briefings, the July 10th Travel to and From
the Airport Study Session, and the GTAP. The proposed guiding principles include:
environmental effects, congestion relief, customer choice, economic opportunity/social equity
and revenue generation. The goals include specific targets for emission reductions, travel time
and mode shift.
The briefing on GTAP will review the study approach, as well as data from the study and the
outcome identifying the top 10 ground transportation strategies and tactics. A timeline for
anticipated Commission briefings and possible action on ground transportation items,
beginning in Q4, will also be presented.
