COMMISSION SPECIAL MEETING JULY 10, 2018
The Port of Seattle Commission held a special meeting Tuesday, July 10, 2018, in commission
chambers at Port of Seattle offices, 2711 Alaskan Way, Seattle, Washington. Commissioners
Bowman, Calkins, Felleman, Gregoire, and Steinbrueck were present.
The meeting was called to order at 10:10 a.m. by Commission President Courtney Gregoire.
The commission engaged with executives, staff presenters, and consultants on the topic of ground
transportation to and from Seattle-Tacoma International Airport.
Presentation materials included a memorandum dated July 6, 2018, and presentation slides.
Questions posed for commissioner and presenter consideration included the following:
What are commissioners’ umbrella goals for airport ground transportation access?
What is the appropriate time frame to best align these goals?
What are the appropriate targets for division of transportation modes to and from the airport?
Are the port commission’s priorities and values, including equity, diversity, and inclusion,
adequately reflected in the ground transportation study?
Commissioners described priorities that included consideration of passenger and employee trips,
collateral effects on airport communities, anticipation of new technology, consideration of pollution
and congestion impacts along with revenue and equity impacts, and the need for goals to be
informed by measurable factors. Potential capacity limitations for encouraging the public to shift to
new transportation modes were discussed. It was noted that airport revenue goals need to align
with environmental goals. Commissioners expressed interest in formalizing ground transportation
goals by the fall of 2018.
There was no further business, and the commission adjourned at 11:00 a.m.
