ACTION REQUESTED
Request Commission authorization for the Executive Director to prepare design and
construction bid documents for the initial phase of the Parking Garage Elevators Modernization
project at Seattle-Tacoma International for $595,000.
SUMMARY
The initial phase of this project will weatherize the 8
th
floor Parking Garage Section B and C
elevator cores, and eliminate slip/trip hazards in Section B, C, D, and E elevator lobbies on all
eight floors. This work is being carried out in advance of the next phase of the project, replacing
the elevators in the Section B and C cores, expected to begin during the last quarter of 2019
pending Commission approval.
Specifically, this initial phase of the project will re-roof, replace leaking doors, repair and seal
porous exposed walls, and install employee safety aparatus in the Parking Garage Section B and
C elevator cores. The initial phase of the project will also include flooring safety and aesthetic
improvements to improve the customer experience in the Section B, C, D, and E garage elevator
lobbies. Elements of the project scope will provide opportunities for small and minority- and
women-owned business enterprises (MWBEs) to participate in both design and construction.
This project was included in the 2018-2022 capital budget and plan of finance with a budget of
$23,276,000 for all phases. The total estimated cost of the initial phase is $2,649,000, which
represents an increase of $240,000 over the original budget amount of $2,359,000. Staff
anticipates returning to Commission for design authorization of the next phase in Q3 2018. Any
revisions to the project budget to account for both phases will be addressed at that time.
This project is categorized as a non-aeronautical cost center, which does not impact the airline
rate base.
