COMMISSION AGENDA MEMORANDUM Item No. ACTION ITEM Date of Meeting DATE: January 2, 2017 TO: Dave Soike, Interim Executive Director FROM: Ralph Graves, Senior Director Capital Development 6e January 9, 2018 SUBJECT: Chiller Panel Upgrade Project (CIP #C800811) (Short Form) Amount of this request: Total estimated project cost: $850,000 $900,000 ACTION REQUESTED Request Commission authorization for the Executive Director to (1) prepare design and construction bid documents for the Chiller Panel Upgrade Project at Seattle-Tacoma International Airport and (2) advertise and award a major works construction contract to replace chiller control panels in the Airport's Central Mechanical Plant. The amount of this request is $850,000 for a total estimated project cost of $900,000. SUMMARY This action is proposed with an abbreviated one-page memo in response to Commission bylaws discussions on December 12, 2017. At that time, commissioners suggested a trial effort to use a shortened memo for action on the unanimous consent calendar to reduce staff time for action items less than $1 million that the Executive Director considers routine. This project is necessary to maintain adequate air conditioning capability for the airport terminal spaces (ticketing, gate concourses, etc.). This project renews existing electrical and communication systems necessary for reliable operation of the cooling systems. Specifically, the project involves the removal and replacement of the integrated control panels for three chiller units in the Central Mechanical Plant (CMP). The control panels for the three chillers are at the end of their useful life and are no longer manufactured. If control panels fail, the chillers will not be operable and chilling capacity of the CMP will be reduced. This upgrade will replace the integrated control panels at the chiller, as well as any necessary hardware to maintain the existing interfaces to the Building Automation System, and to the chiller starters located remotely in the electrical room. This project was included in the 2018-2022 capital budget and plan of finance with a budget of $900,000. There are no attachments to this memo. Template revised September 22, 2016.
