SUBJECT: Special Order of Business: Puget Sound Regional Council - the 2011 VISION
2040 Award
The Puget Sound Regional Council (PSRC) will present to the Port of Seattle its 2011 VISION
2040 Award for the successful implementation of the Northwest Ports Clean Air Strategy. This
award, which is shared by the Ports of Seattle and Tacoma, recognizes the contributions of the
two ports in furthering the goals of VISION 2040 through the reduction of air emissions from
port operations.
Each year the PSRC honors outstanding real-life examples of how the region is achieving the
ambitious vision for growing wisely and creating great quality of life in all the region’s
communities. The awards are designed to recognize the superb work being done by public and
private organizations to achieve the region’s growth, economic, and transportation strategy,
VISION 2040. The concept of people, prosperity, and planet provides a central theme for
VISION 2040, which is an integrated, long-range vision for maintaining a healthy region –
promoting the well-being of people and communities, economic vitality, and a healthy
The Northwest Ports Clean Air Strategy supports the following PSRC VISION 2040 criteria:
Strategic and/or innovative investment in services, facilities or programs to support the
development of livable communities.
The Ports are integral parts of the communities of Seattle, Tacoma, and Vancouver
(B.C.), where millions of residents live, work, and play. It is essential that the Ports work
towards creating a maritime industry that not only supports economic vitality, but
improves the local environment.
Improved economic activity through creation and retention of family-wage jobs and efficient
movement of freight, goods and information.
Through the innovative approach of the Strategy, the Ports have been able to reduce
emissions from maritime operations while remaining competitive in the ongoing

recession. This innovation has been critical to retaining family wage jobs and supporting
efficient goods movement in the Georgia Basin/Puget Sound region.
Protection and conservation of rural areas, critical areas, and other aspects of the natural
environment.
The Strategy is an important element in protecting public health and the environment,
through reduction in emissions of diesel particulate matter (DPM) and greenhouse gases
(GHGs).
