SUBJECT: Memorandum of Understanding between the Port of Seattle and the Teamsters
Local Union No. 117 representing Police Officers regarding outsourcing
background investigations.
REQUESTED ACTION:
Request for authorization for the Chief Executive Officer to execute a Memorandum of
Understanding between the Port of Seattle and Teamsters Local Union No. 117 representing the
Police Officer bargaining unit regarding outsourcing background investigations.
BACKGROUND:
This agreement covers the Police Officer bargaining unit in the Police Department. The
bargaining unit currently consists of 83 Police Officer positions.
SCOPE OF THE AGREEMENT:
This memorandum covers background investigation work normally performed by Detectives in
the Police Officer bargaining unit in the POS Police Department. This memorandum will
authorize the Police Department to temporarily outsource background investigations of Police
Specialists and Police/Fire Communication Specialists to private service providers. The
agreement does not restrict the Port in its decision as to which service provider(s) to utilize. This
is a one-time, non-precedent setting agreement.
The parties entered into this agreement because of the need to timely perform Police Specialist
and Police/Fire Communication Specialist background investigations when necessary, and
current workload issues limit the Detectives’ ability to conduct the investigations in the
timeframe needed. The Detectives continue to perform Police Officer background
investigations.
Term of the Agreement
The agreement will remain in effect through December 31, 2011.
