Century Agenda Motion and Discussion
ACTION REQUESTED:
Adopt a motion of the Port of Seattle Commission to form a temporary Century Agenda
Committee to further the work of the Century Agenda.
SYNOPSIS:
This memo requests the Port of Seattle Commission to adopt a motion to form a temporary
Century Agenda Committee to further the work of the Century Agenda which came into being in
2008. The Committee will use the Guiding Principles, outlined in the “Century Agenda: Expert
Panels’ Recommended Guiding Principles,” to further engage in a strategic planning process to
develop quantifiable overarching strategic objectives for the Port of Seattle to pursue over the
course of the next twenty-five years. The Commission will be briefed on the Committee’s
activities and progress at least monthly until adoption of the plan. The Commission’s Bylaws
provide that the “Commission may form temporary committees whose mandate shall be defined
by the motion creating the temporary committee.”
BACKGROUND:
Starting in 2008, the Port of Seattle began creating a “Century Agenda” — building a
comprehensive vision and strategic plan that focuses on the Port’s next quarter-century. The
goal of the Century Agenda was to refresh the Port’s strategic plan, using a process that builds
upon the accomplishments of the first century with a visionary look forward to the emerging
challenges and opportunities of the 21st century.
The first stage of the Century Agenda’s work was completed on August 4, 2009, with the
adoption by the Commission of the Century Agenda: Expert Panels’ Recommended Guiding
Principles. Since that time, both the Commission and Port staff have engaged in iterative
discussions to develop further work on the principles embodied in that report. On June 17-18,
2010, the Commissioners held a retreat to discuss the development of a set of “BHAGs,” long-
range strategic planning goals. Port staff subsequently developed a potential menu of goals with

a variety of implementation dates ranging from five to twenty five years. Review of these goals
has prompted a proposal to form a temporary Port of Seattle Commission Committee, as
provided for in the Commission’s Bylaws, to oversee the next steps in the Commission’s
strategic planning process.
