TO: Tay Yoshitani, Chief Executive Officer
FROM: Gary Schmitt, Director, Labor Relations
SUBJECT: Collective Bargaining Agreement between the Port of Seattle and the
International Association of Machinists, Local 289 representing Parts
Procurement Representatives.
REQUESTED ACTION
Request for authorization for the Chief Executive Officer to execute a new Collective Bargaining
Agreement between the Port of Seattle and the International Association of Machinists, Local
289 representing Parts Procurement Representatives.
BACKGROUND
This agreement covers eleven (11) parts procurement representatives, working in Aviation
Maintenance. This is a new group of organized workers, certified September 25, 2008.
The Collective Bargaining Agreement is modeled after the Local 289, Auto Machinists’ CBA,
but tailored for this new group. Due to the financial challenges the Port is facing for 2009, the
Union agreed to an hourly wage freeze for 2009. The employees will continue to be paid
according to their non-represented pay scale. However, the employees will be working 40 hours,
as all represented groups, instead of the 37.5 hours as a non-represented group.
The proposed agreement is for a one year term, so that a new unified wage scale may be
addressed and implemented. The employees will continue in the PERS pension program.
SCOPE OF THE AGREEMENT
Term of the Agreement
